5.3 – Discussion – NPIAS Airports and ACM

Should all NPIAS airports have an ACM?  – By now you should understand that Part 139 only applies to a small percentage of U.S. airports. You should also know that only airports operating under Part 139 require an Airport Compliance Manual (ACM). However, given the nature of aviation and the high demands it places on airports of all types (commercial, reliever, and general aviation), why should only a small number of airports require an ACM. In this week’s discussion, argue either for or against this requirement.

Make sure you support your argument with facts and limit conjecture to reasonable arguments based on what you’ve learned so far in this Course. After you’ve posted your position, find a classmate’s post arguing for the opposite view, and rebut their position using evidence from your research.

  • 14 CFR Part 139 – Sections: 1, 5, 105, 107, 109, 201, 203, 305, 307, 309, 311, 313, 315, 317, 319, 321, 323, 325, 327, 329, 331, 335, 337, 339, 341, and 343.
  • AC 5210-22 – Chapters 1 through 4.
  • AC 5200-33 – Sections 1 and 2. Be sure you understand the applicability of this AC.
  • FAA Order No. 5190.6B – Table of Contents, sections from Chapters 1 and 2 from Module 3, and Appendix G.
  • Airport Sponsor Assurances, FAA – Assurances 23, 26, 28, and 39.
  • 49 CFR Part 1542 – Review the parts obtained in activity 5.1

  • AC 150/5200-33: (Links to an external site.)Links to an external site. Hazardous Wildlife Attractants On or Near Airports. You will need the cover page (specifically the Applicability paragraph) as well as Sections 1 and 2.   • FAA Order 5190.6B: (Links to an external site.)Links to an external site. FAA Airport Compliance Manual. This is a very large document, and most of it won’t apply to this Course; therefore, you are strongly advised to review the Table of Contents. In addition, you will need the following paragraphs and sections:

    • Chapter 2, Sections 2.1, 2.2, 2.3, and 2.4,
