All portions of the work are expected to be the practice and work of the submitting student. While not required, it is usually helpful for the student to pretend to be writing from within a certain government department (if the topic is crime, perhaps write as though a police analyst; if the topic is licensing of a certain business type, perhaps write as though a business development analyst at city hall). The White Paper/Background Paper is an ordinary practice in local, county, special, and state governance departments/agencies (although they may be called a memo or any other departmentspecific name). The student is to select any topic/issue/problem that must be addressed. Doing the appropriate amount of research (at least eight sources for this assignment), and using the appropriate/necessary data/information from reliable sources (academic & professional journals, government reports from any level, and/or reputable independent research/think-tank groups such as PPIC or Rand Corp.), students will produce a graduate/professional level paper that does the following: ? Introduces, explains, and gives background to the issue/problem, which includes the following: ? Necessary exploration of the environment/context ? A demonstration of how/why ? An exploration of which stakeholders are impacted and/or required for success ? Proposes a solution, which encompasses: ? Support for the necessity to act and why action is the purview of the reader. There are three parts to a White paper/Background Paper, and required components should be written and presented using the three-part format: 1. Part One: Opening Elements a. Title Page b. Table of Contents c. Executive Summary 2. Part Two: Main Content a. Introduction b. Background & Problem/Issue Statement c. Proposed solution d. Conclusion 3. Part Three: Closing Elements a.
