Another thing to consider is that local communities will vary in their demographics, socio-economic status, cultural beliefs, education, and other factors so certain policies may be more effectively executed at the local community level. One example is implementing a smoking policy in a specific city. A city that maybe frowns on smoking and has a significantly lower prevalence of smoking use may not benefit as much compared to a city that has higher incidences of lung disease and cigarette sales. Currently, in Southern California, a policy that would greatly help reduce smoking use would be in Buena Park as they have a high use rate but even at the local community level it is difficult because of push back from businesses and special interest groups that can lose from cigarette and e-cigarette sales (Yang & Lee, 2018). Some of the threats to public health policy are pandemics as they would be very tough to deal with depending on the nature of the pandemic (Cooper, 2007). If for example there is a huge outbreak of a virus that is contagious and one can be contaminated through the air or food, it would be important to implement policy as quickly as possible. Some other threats are the lack of funds for implementing a certain policy since it would be too costly, push back from members in the community, and potentially a lack of education for the local community about the specific policy.
