- RFQ/SOQ – Review and understand the process that is used to prepare the RFQ and, if you were successful in locating one, the companion SOQ. Keep in mind that the federal government mandates a Qualification Based Selection (QBS).

- Advisory Circular (AC) 150/5100-14D: (Links to an external site.) Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects. At minimum, you will need Chapters 1 and 2, as well as Appendices A, B, C, D, F, G and H.
- Request for Qualifications: (Links to an external site.) Conduct a search for an Airport RFQ. While public documents, SOQs are considered to be proprietary because they contain marketing information and company strategies. As such, it may be difficult to find a public SOQ, therefore you will not be held responsible in locating one for this activity. Your project airport administrative staff may be a good resource or any other airport, in locating an SOQ. Aviation consulting companies are another source to try.
