As the Chief Negotiator to the Caribbean Community (CARICOM), you are required to advise the Community on developments at the level of the World Trade Organization (WTO).
The Organization is currently facing an existential crisis as a growing number of countries, including some of the world’s foremost economies, are questioning the role and functions of the WTO.
You are being requested to prepare a memorandum to the Prime Ministerial Sub-Committee on External Negotiations, advising the Committee on the contours of a statement to be made on the issue of the reform and modernization of the WTO. (10 marks)
CARICOM has been approached by Chile to negotiate and conclude a comprehensive Free Trade Agreement. As a Technical Advisor to the CARICOM Secretariat’s Office of Trade Negotiations, you are required to provide inputs into a negotiating brief/mandate.
Against this background, kindly proceed in providing a justification for CARICOM to agree to negotiations with Chile, outline some broad negotiating objectives for CARICOM, and suggest ways in which you would treat with the issue of asymmetry in the negotiations. (10 marks)
